there are many mods for the forum that could be added:

this one for example disallow URLs befor x posts:
http://www.phpbb.com/customise/db/mod/d ... e_x_posts/

or this one, admin can specify specific groups/users to allow the posting of url links:

I think they're trying to improve its google rating, not targeting direct clicks.
