The docs for Steve Harris plugins at http://plugin.org.uk/faq.php lists one (plugin 1922) but it doesn't seem to be included in the latest set.
The tap-dynamics plugin http://tap-plugins.sourceforge.net/ladspa/dynamics.html can operate as a stereo gate with function 14 - but I've not tried this.
