Currently, I'd have to go with Beth Hart.

All time? That's tough. I need to think about it...

Beth is an outstanding singer and performer. I had the pleasure of mixing monitors for her at a show a couple of years ago. She embraced me in a big sweaty hug as she came off stage in appreciation for the nice stage sound I gave her. An unforgettable highlight of my life! 8)
Her live album "Front And Center" is wonderful and a regular listen here.

I am new to Beth Hart, and after listening to several songs, I can see why she
would be on a best-of list. 'Leave The Light On' a great song, plus she's an ace on the keys!

My current favorites are below, modern church music from a retreat center in Colorado that teaches
audio/video production, with productions released at the end of retreats (16 and 30 minutes long.)

Followed by Steffany, from three locations over several years, and Taya from Hillsong down-under.

Steffany 'Letting Go' @https://www.youtube.com/watch?v=D_7XIKVgRGY

Taya 'So Will I' @https://www.youtube.com/watch?v=GfVd5x9W1Xc

In more secular arena, Both Imogen Heap and Joss Stone have been
a source of encouragement to me over the years.

So many who are gone already (like for instance Billie Holiday),
and who are still around (like for instance Youn Sun Nah),
just to name a few...

... but since these are all kind of unreachable for me personally, I prefer these who I can still work with myself. During the last 3 years, some were for instance:

https://www.wikiloops.com/artist/Shi.php
https://www.wikiloops.com/artist/AnneCozean.php
https://www.wikiloops.com/artist/aleonz.php
https://www.wikiloops.com/artist/marmotte.php
https://www.wikiloops.com/artist/YuuLi.php
https://www.wikiloops.com/artist/OKO.php

plus occasionally some others who are on other platforms, but that's the exception...

Last August I bought an upright bass finally, and in some situations I think that leaves more room for vocalists to "breathe" - as an example, here I'm with OKO from above:

Janis Joplin, by a landslide. Great voice, real soulful singing. No woman ever sang the blues like her.

Amy Winehouse coulda been great too but, unfortunately, her drug abuse got a lot more notoriety than her singing. By her own making.

Whitney Houston was also very good although she sang a bit too many silly pop songs.

That's all I can think of for now.
