I am looking for a Linux sequencer (plugin or standalone), that has support for the Novation Launchpad Mini MKIII. The Launchpad should allow actual live sequence manipulation with LED feedback similar to the Launchpad Pro's built-in sequencer and not just clip launching.

DrivenbyMoss supports it in bitwig and reaper - https://www.mossgrabers.de (and definitely does sequencing rather than just clips).
Failing that, there are tools around so you can set up something yourself. I think I've used https://github.com/agraef/midizap for this before with a different launchpad.

"DrivenbyMoss" for Reaper looks definitely interesting. According to the manual there is lots of functionality (including sequencing) available via the LP mini MKIII.

Depending on your needs and workflow Bespoke Synth might have all the ingredients you may need for live sequencing (and much more).
AFAIK it supports the previous version of the Launchpad Mini, so make it working for the Mk3 shouldn't be much of an hassle (there are some unofficial mappings for Mk3 already done).
