Downloading presets and license keys can be done with a browser. A plugin doesn't have to phone home.

Yeah. Sure.
Well these are originally Windows plugins whose developers have accommodated Linux Users with Linux binaries, they are going to retain their existing licensing and extension mechanisms that they have on Windows and Mac.. They are actually very good Plugins and people who are coming to Linux from other platforms don't bat an eye at this stuff and exhibit little anxiety about such things..
