Is there a way to control jack_transport (play / stop) using OSC (or midi)?

Not directly as far as I know. You could use a plugin host such as Carla (which you can run headless).
Or you could script something small. At one point I put together a ruby script that uses expect
to interact with jack_transport when called, then another script to run as an osc server (using the osc-ruby gem) that ran in the background. It worked well for me, but I imagine it may not be as precise as it needs to be. My point is you can go about this a few different ways but there doesn't appear a widely solution for this.
