Shrill, Chirping background noise

Good evening,

New poster here. I hope I don't step on anybody's toes with the following question.

This blogger/podcaster's audio has problems for me: https://rumble.com/v20i1ok-system-updat ... ep.-2.html
There is a very much discernible high pitch background noise, a shrill, chirping noise.

I am not an audiophile, nor an audio technician (though I myself do run Linux, since 1991), but I would like to be able to ask the readers of this website, LinuxMusicians, if anyone knows what is going on here, what the problem most probably technically is, and how it can be alleviated or mitigated.

Thank you for your attention, and much obliged for any tips and/or hints.

Possibly one of these caused the chirping:

Gee, there I was, thinking this was a serious, moderated forum.

Just rubbish audio encoding, very bad quality.
I suspect this post may have an ulterior motive of trying to get viewers for extremist political opinions which is why the previous posters decided taking the piss was the appropriate response. This is a moderated forum and I would prefer this whole topic be deleted.

People generally regard "Trout Mask Replica" as Beefheart's best (and it does have some gems on it). But I think "Doc at the Radar Station" is his best. Even Beefheart agrees as he sings in the song "Best Batch Yet":
