I usually manage to build programs I wish to try usually by just reading the README files and/or muddling through with successively installing dependencies reported by make errors, and occasionally asking for help. I need help with this one. Could someone please post a more precise guide to building it?

Great, got it. Thanks for the help @Kott . I had to install libgl1-mesa-dev and it's dependencies, and subsequently libfftw3-dev as well. Debian Bullseye. It's been a while since I compiled anything and my dependency search-fu is lacking.
Working nicely as LV2 plugin loaded in Carla, is responsive and looks good.
