All is updated,Backports PPA disabled,"Partial Upgrade" option utilized last week,"There is a problem with this distro" message on boot,"Report" option utilized. This is the output from one of the steps along the way to upgrade:

pkexec update-manager
Unable to init server: Could not connect: Connection refused
Unable to init server: Could not connect: Connection refused
WARNING:root:can not import unity GI Namespace Dbusmenu not available
Unable to init server: Could not connect: Connection refused

(update-manager:6997): Gtk-WARNING **: 14:00:45.667: cannot open display:

Here is output for another command along the way:

sudo do-release-upgrade -m desktop

password for jeremy:
Checking for a new Ubuntu release
There is no development version of an LTS available.
To upgrade to the latest non-LTS development release
set Prompt=normal in /etc/update-manager/release-upgrades.

Should I keep trying the upgrade option periodically or load the distro from flash drive?

All is well, now. As usual,Linux does what they say they're going to do across the board at large from my experience here over the past few years. The time and effort put in by the developers, the Linux Community is greatly appreciated by us all. Bravo!
