I'm not too familiar with this but isn't this what Carla does already?

I'm not played a lot with this host (it crashes often at this time), but it' seems to have some nice feature: undo/redo, good sidebar (with plugins), templates, router and more.
I know that Carla is everything.

I am not sure Carla supports VST3 on GNU/Linux...

Actually, Element doesn't support VST3 on Linux. There is misinformation in Readme :)
