Soundcloud is cool. You can upload up to 2 hours of audio on a free account with various paid options for more. You can set various types of CC licence and also search for CC tracks (via the Tracks menu)

Dave said he was taking some time off this year http://www.linux-sound.org/muse.html I see him crop up on the Linux audio lists, so he is still active there and with his Linux Journal articles.
