The ones for pppoe probably have ppp in the name. There's a number of router type devices that run at < 10W of power. It is another device per say, but it's not like a second or third 300W+ PC.

When I say dialup, it's not really a phone thing, it's that pppoe uses modem protocols before you get a network. I'm in the sticks a bit myself. CLI would be command line interface. Like xterm, bash, and other ways of doing things. It's one of the lowest level way of doing things. And unfortunately in linux, it's sometimes the ONLY way of doing things.

You can adjust things with jackd settings. The -p value before -d is number of portS and the -p after -d is size of ports. Both must be powers of 2 afaik. The -p before helps with stability, if it's too low you can have notes that don't happen like what you described. The -p after can help with late...

I tend to use multiple soundcards. You almost can't avoid it. Your motherboard has a sound card, your video card, and you probably have a USB mic that functions as a soundcard. It could be that the USB device is drawing more juice than your USB bus can provide. Laptop USB bus's tend to be under powered to conserve battery life.
