You should already have jack running when you try to open any program that depends on it. The program should be able to figure out that jack is running and go from there. WHOA! Nevermind that! Use rate shifter. Still from the wonderful tools from Steve Harris. It ties both pitch and speed together. EDIT: It does seem to have a short memory and resets after a few seconds to track along with whatever is coming into the input. I wonder of a dev could lenthen that window...
