The quantum/buffer can change whilst an application is running and it should change to that setting. Pipewire is designed that applications will themselves request a quantum and Pipewire will use the last lowest requested value. JACK applications generally don't do this so they will follow the value...

It's very easy when using JACK and PA. Just open pavucontrol and make sure your default sink is PulseAudio JACK Sink. After that all the PA applications should output on the JACK device. Unfortunately it's not that easy. Some of these use the whole part controls such a mode set to mono, so to maintain this you can only save to the Yoshimi format (which includes all part level controls). Others have multiple parts set to the same incoming channel. You might be able to get round this...

I've heard that the PipeWire graph application cannot be simplified like good 'ol qjackctl (read: straight-line symmetrical connections in a table) because PW is like PulseAudio, Alsa and Jack all rolled into one.
