Regardless of how the particular Linux kernel is called, if you don't have PREEMPT option enabled, you cannot assign priorities whatsoever. Neither by Jack nor Rtirq. I have Debian stable and I didn't install anything. But there was definitely something wrong, because the xruncounter script crashed with segfault.
