Yes you can use a drawing tablet as a high-resolution pressure-sensitive XY controller with the appropriate adapter software. Did that for a while, fun to play around with fora while, but having to pick up the pen to use a MIDI controller feels a bit silly. Your milage may vary ofc.

Sounds familiar, most of the chip emulations have a hard-coded sample rate. As the original chip ran at that fixed rate.
It's usually non-trivial to change. Adding a resampler probably keeps the original spirit of the sound best.

One thing I'm missing that 90's keyboards had is simple drum patterns. You could just hit the button and it would loop some pre-programmed drum or metronome pattern. Thanks! That's genuinely useful, I used to do my key split+transpose by running qmidiroute on the side, but now I can do it all in Carla.

I guess the problem here is ALSA's fancy interpretation of MIDI messages. Instead of just giving you raw MIDI events the ALSA API sometimes gives you half-interpreted events (14-bit messages, NRPNs etc).
