I did quick test on spare laptop. Lubuntu 20.04, jack with 128 buffer, low-latency kernel, wine from repos, linvstconverter, renoise and old novation midi controller. Your advice mirrors my recent happy experiences with 19.10. I think I would choose fresh installs over updates, since the update variables outnumber the distro-maintainers by orders of magnitude. I needed very few configuration edits to suit my needs using 19.10, most of which were not audio-related...

After backing up your home and opt folders, do a new install of 19.10, copy over what you can, and reinstall the rest. You'll save time, saniity, and have a fresh improved system. In rare cases, software doesn't handle cpu multi-core/multi-thread properly. My temptation is to max out all the priorities for audio, use all the cores/threads available to process it, and then some OS call in the shadows gets short shrift and causes a problem.
