Jack is not only audio-routing because you can connect several outputs to one input. So it's also mixing. To prevent the output device from being overdriven you can connect jack-bridge as display and you have to make sure that the output jack clients don't get too loud.

qjackctl / jackd do only routing like a pachbay.
Volume is a problem of your sound-interface-device or your jackclients.

Are you sure about this? What makes you think this is the case, that smaller installations / setups won't have to deal with it? Seems to me, a website or service just needs to get reported, then it will get investigated and taken down if they dont comply.. I don't know. There are some rules in Germ...

I'm for matrix, too. server can be set up quickly and IRC can be integrated. Client programs for different platforms are also available.
