I think it is more likely to be found as a feature in the plugin host - particularly hosts designed for playing live, like Element:

It depends if the NAM model includes the cabinet or not. If it is just an amp model, you need to use an IR. If it is a full rig (amp+cab) model, you should not use an IR.

I could load yours in Reaper but I have no way of loading the profiles but with this if it's possible to get it running on Linux, it should run on every DAW. The actual profiles are .nam files. The files I had were not, so it would just crash. Maybe it would be nice if the plugin could prevent the crash and just issue a warning. As merlyn says, using two interfaces gives you the additional problem that you now have two separate clock signals to keep in sync. There is non-trivial work that the audio system has to do to cope with this. Using a single interface for both input and output is much simpler, and should work better ...

To answer part of my own question, I just picked up a Hotone Jogg and it works just fine out the box in Linux (tested on a Raspberry Pi 4).

If you assume devices don't work on Linux until proven otherwise you will never be wrong. :) It does make buying a device a bit difficult. Yeah, I think 16bit is fine for most people's needs (including my own).
