To get both the volume and crossfade to change, try moving both the mod wheel and whatever controls cc7. By default cc7 should control volume. I could also make a change to the -DXF patches so that both the mod wheel (for those not using linuxsampler) and cc11, (for those using linuxsampler) control...

Nope, you use SFZ files from No Budget Orchestra and those are CC-BY-SA, therefore your edited versions of them are CC-BY-SA too and I can distribute them commercially. If all you are doing is re-using a sample for it's actual tone and a semi-tone away, then I'd say, it's better to go high for the reasons you said (though you might not really hear any difference in quality whether you go low or high). My next guess is that linuxsampler doesn't permit the mod wheel to control more than one thing at a time. If these commands from the .sfz file don't work together:
xfin_locc1=64
xfin_hicc1=127
gain_cc1=24
... or simply this

I'm pretty sure it was Brass/french-horn-SEC-normal-DXF.sfz. I don't have my keyboard right now so i can't recheck. Ah. So it's not all the samples that are too quiet. This makes sense now. Btw why is it so quiet? I've loaded them in LinuxSampler and at 100% volume I get -21dB compared to -4db from Sonatina. The samples shouldn't be that quiet.
